PSC relaxation on importing Onion extended until January 31, 2021

The requirement given to imported onions for relaxation in fumigation and phytosanitary certification (PSC) was extended until January 31 next year, an official statement stated on Thursday.

Relaxation will be subject to certain restrictions, the Ministry of Agriculture stated in the declaration. Surprisingly, this is when the modal onion prices in Azadpur mandi, Asia’s largest market for fruits and vegetables, have dropped almost 2.5 times since the October peak of 4,550 per quintal. The modal price stood at ~1,850 on December 16.

The country’s onion prices shot up in October due to crop losses caused by excessive rains in the year in major onion-growing regions in Maharashtra and Karnataka.

“In India, parcels of imported onions goods arriving at the Indian harbour without fumigation and endorsed by the fumigation and phytosanitary certification (PSC) will be fumigated by the importer through an authorized treatment provider,” it stated.”

The shipment will only be thoroughly examined and released by quarantine officials if found free from pests and diseases of concern to India. Furthermore the individual container will be rejected and removed if smut is detected during the inspection.

In the case of detected stem and bulbs nematode or onion maggot, these should be removed without additional inspection fee by fumigation and the consignments issued, the statement said.

The terms also specifies that the importers should receive from the undertaking that the onions would only be used for consumption and not for reproduction.
